This research investigates the long-term determinants of carbon emissions in three diverse regions-Europe and Central Asia (ECA), Sub-Saharan Africa (SSA), and the Middle East and North Africa (MENA)-spanning 1990 to 2020. Utilizing advanced econometric models and analyses, including the Regularized Common Correlated Effects Estimator (rCCE), Common Correlated Effects Estimator (CCE), and Mean-Group (MG) approach, the study explores the intricate relationships between carbon emissions, crop production, emissions per agricultural production, energy consumption, renewable energy consumption, per capita GDP, and population. Region-specific nuances are uncovered, highlighting the varying dynamics: ECA exhibits intricate and non-significant relationships, SSA showcases significant effects of population dynamics and green technology adoption, and the MENA region reveals a nuanced interplay between emissions per agricultural production.The findings underscore the universal efficacy of green technology adoption for mitigation. Strategies for mitigating carbon emissions in the agricultural sector require diversified energy transition approaches, emphasizing efficiency enhancements, green technology adoption, and tailored population management strategies based on regional intricacies. Counterfactual simulations indicate the potential efficacy of strategic measures targeting crop production to reduce carbon emissions, while acknowledging the nuanced relationship between economic growth and emissions. Policymakers are urged to recognize the persistence in emission patterns, emphasizing the importance of targeted interventions to transition towards more sustainable trajectories. Overall, the research provides essential insights for crafting effective policies at both regional and global scales to address the complexities of climate change mitigation in the agricultural sector.

This article aims to estimate the Value per Statistical Life (VSL) and Value per Statistical Life Year (VSLY) at the sub-national level, which can be used to calculate the economic impact of health and environmental problems. We estimate the value of life for Mexico and its 32 states, grouped into 5 regions for 2021. We used the OECD's guidelines on "Mortality Risk Valuation in Environment, Health and Transport Policies," which applies the measure of Willingness to Pay (WTP) and Cost-Benefit Analysis (CBA). Mexico's overall VSL of $2 000 000 USD in 2021 showcases the value placed on human life. The variation in VSL across the 32 states, with Chiapas having the lowest VSL of $400 000 USD and Mexico City boasting the highest VSL of $3 300 000 USD highlights the different levels of regional development and people's willingness to pay to reduce the risk of mortality. Our estimates of VSL and VSLY have the potential to contribute to the evaluation of public policies in the fields of health and the environment. Monetizing human life through these estimates can offer valuable insights to policymakers at both the national and sub-national levels. By quantifying the economic value placed on human life, this paper helps decision-makers prioritize investments, assess the cost-effectiveness of interventions, and allocate resources to maximize societal well-being.

Values play a significant role in decision-making, especially regarding nature. Decisions impact people and nature in complex ways and understanding which values are prioritised, and which are left out is an important task for improving the equity and effectiveness of decision-making. Based on work done for the IPBES Values Assessment, this paper develops a framework to support analyses of how decision-making influences nature as well as whose values get prioritised. The framework is used to analyse key areas of environmental policy: a) the present model for nature protection in market economies, b) the role of valuation in bringing nature values into decisions, and c) values embedded in environmental policy instruments, exemplified by protected areas for nature conservation and payments for ecosystem services. The analyses show that environmental policies have been established as mere additions to decision-making structures that foster economic expansion, which undermines a wide range of nature's values. Moreover, environmental policies themselves are also focused on a limited set of nature's diverse values. This article is part of the theme issue 'Bringing nature into decision-making'.

Growing public awareness of the negative effects of pesticides on the environment, ecosystems, and human health has led governments to set targets for reducing pesticide risk. Switzerland introduced in 2023 two new policy measures to reduce pesticide risk by 50 % by 2027: (1) voluntary direct payment programs supporting pesticide-reduced and pesticide-free but non-organic cropping systems for most crops on arable land, and (2) restrictions of harmful pesticides for farmers managing under Swiss cross-compliance standards. This study aims to (1) develop a method to assess pesticide risk on a national scale and (2) carry out an ex-ante impact assessment to predict whether these policies can effectively reduce pesticide risks in Switzerland. Therefore, we introduced crop-specific pesticide quantities and pesticide risk scores into a sample of 1907 bio-economic farm optimization models. The models were used to predict farmers' adoption decisions regarding voluntary direct payment programs from 2019 to 2030. By combining the bio-economic farm optimization models with an agent-based modeling approach, we assessed the evolution of pesticide-related risks at the national level. Simulations for pesticide risk from 2019 to 2022 reflected the observed pesticide risk monitored by the Swiss government. In surface waters and semi-natural habitats, achieving the target depends on reducing pyrethroids, a class of insecticides with high-risk potential. Further, we highlight significant uncertainty in projecting the risk potential for surface waters and semi-natural habitats due to uncertainty about the amounts of pyrethroid used for different crops. The results underline the need for comprehensive datasets on pesticide use in Switzerland.

Human development has ushered in an era of converging crises: climate change, ecological destruction, disease, pollution, and socioeconomic inequality. This review synthesizes the breadth of these interwoven emergencies and underscores the urgent need for comprehensive, integrated action. Propelled by imperialism, extractive capitalism, and a surging population, we are speeding past Earth's material limits, destroying critical ecosystems, and triggering irreversible changes in biophysical systems that underpin the Holocene climatic stability which fostered human civilization. The consequences of these actions are disproportionately borne by vulnerable populations, further entrenching global inequities. Marine and terrestrial biomes face critical tipping points, while escalating challenges to food and water access foreshadow a bleak outlook for global security. Against this backdrop of Earth at risk, we call for a global response centered on urgent decarbonization, fostering reciprocity with nature, and implementing regenerative practices in natural resource management. We call for the elimination of detrimental subsidies, promotion of equitable human development, and transformative financial support for lower income nations. A critical paradigm shift must occur that replaces exploitative, wealth-oriented capitalism with an economic model that prioritizes sustainability, resilience, and justice. We advocate a global cultural shift that elevates kinship with nature and communal well-being, underpinned by the recognition of Earth's finite resources and the interconnectedness of its inhabitants. The imperative is clear: to navigate away from this precipice, we must collectively harness political will, economic resources, and societal values to steer toward a future where human progress does not come at the cost of ecological integrity and social equity.

Amid a global infrastructure boom, there is increasing recognition of the ecological impacts of the extraction and consumption of construction minerals, mainly processed as concrete, including significant and expanding threats to global biodiversity. We investigated how high-level national and international biodiversity conservation policies address mining threats, with a special focus on construction minerals. We conducted a review and quantified the degree to which threats from mining these minerals are addressed in biodiversity goals and targets under the 2011-2020 and post-2020 biodiversity strategies, national biodiversity strategies and action plans, and the assessments of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services. Mining appeared rarely in national targets but more frequently in national strategies. Yet, in most countries, it was superficially addressed. Coverage of aggregates mining was greater than coverage of limestone mining. We outline 8 key components, tailored for a wide range of actors, to effectively mainstream biodiversity conservation into the extractive, infrastructure, and construction sectors. Actions include improving reporting and monitoring systems, enhancing the evidence base around mining impacts on biodiversity, and modifying the behavior of financial agents and businesses. Implementing these measures could pave the way for a more sustainable approach to construction mineral use and safeguard biodiversity.


Amenazas de la minería a las políticas de alto nivel para la conservación de la biodiversidad Resumen Enmedio del auge global del desarrollo de infraestructura, hay un mayor reconocimiento de los impactos ecológicos de la extracción y consumo de materiales para construcción, procesados predominantemente como concreto. Estos materiales representan amenazas significativas y en expansión para la biodiversidad global. Investigamos cómo son abordadas las amenazas de la minería por las políticas nacionales e internacionales de alto nivel para la conservación de la biodiversidad, con enfoque especial en los minerales para construcción. Realizamos una revisión exhaustiva y cuantificamos el grado en el cual son abordadas las amenazas de la extracción de estos minerales en los objetivos y metas para la biodiversidad bajo estrategias 2011­2020 y post 2020, las estrategias y planes de acción nacionales para la biodiversidad, y las evaluaciones de la Plataforma Intergubernamental Científico­normativa sobre Diversidad Biológica y Servicios de los Ecosistemas. La minería raramente apareció en los objetivos nacionales, pero fue más frecuente en las estrategias nacionales. Sin embargo, fue abordada superficialmente en la mayoría de los países. La cobertura de minería de agregados fue mayor que la cobertura de la minería de caliza. Describimos ocho componentes clave, adaptados para una amplia gama de actores, para incorporar eficazmente la conservación de la biodiversidad en los sectores extractivo, desarrollo de infraestructura y construcción. Las acciones incluyen la mejora de los sistemas de informes y monitoreo, el reforzamiento de la base de evidencias en torno a los impactos de la minería sobre la biodiversidad y la modificación del comportamiento de los agentes financieros y comerciales. This perspective paper investigates the dynamic interplay between wealth, materialism, environmental degradation, and mental health amid escalating challenges of climate change. The paper critically examines how affluence, often a buffer against climate impacts, paradoxically leads to higher consumption and carbon footprints, exacerbating environmental problems. A societal emphasis on materialism contributes to an estrangement from nature, with significant implications for mental health and environmental sustainability. The paper proposes a fundamental shift in addressing these intertwined challenges through reintegration with nature. The paper recommends integrating urban planning, education, mental health, and community engagement strategies to build a sustainable, mentally resilient society more integrated with nature. This approach, supported by future research directions, aims to create a more balanced, environmentally conscious, and mentally healthy world.

Brownfields are increasingly called upon to be transformed from potentially contaminated, often vacant properties into community assets that provide multiple benefits. Further, brownfields revitalization can provide critical opportunities and, particularly, nature-based solutions can enhance multiple ecological, human health, and economic benefits. Through a series of non-exhaustive surveys of existing examples of environmental benefits of cleanups, case study examples of brownfield cleanups achieving environmental benefits, and potential ecosystem services tools relevant to steps of a brownfields cleanup effort, we explore practical ideas for enhancing environmental benefits of brownfields cleanups by applying ecosystem services concepts. Examples of nature-based solutions, where appropriate, include the use of rain gardens, permeable pavements, green spaces, and the use of green technologies. Further, this article provides an overview of recent policy initiatives focused on nature-based solutions and enhancing ecosystem services in brownfields cleanup, revitalization, and reuse. Our goals are to increase the knowledge base on these opportunities and discuss how these concepts can be achieved through sharing success stories, making outreach materials accessible, and holding workshops to help successfully operationalize these concepts in a community's visioning for upcoming revitalization projects.

This study investigates the impact of macroprudential policies on ecological footprint (EF) in the top 11 largest countries. This study uses country-level panel data from these countries, covering the period from 1992 to 2020. Findings indicate that macroprudential policies alleviates ecological footprint in the sample. Macroprudential policies primarily reduce the ecological footprint before medium quantile (50%) while the environmental benefits of the policies end in the later quantiles. Moreover, environmental policy stringency (EPS) amplifies the positive influence of macroprudential policies on environmental sustainability. Estimate results stay the same with basic regression results in the post-global financial crisis (GFC) period while the impact is positive in the pre-GFC period. Finally, other robust tests validate the findings reported in basic regression model. This study suggests that governments should customize various types of macroprudential policies while also considering environmental concerns. The achievement of a sustainable environment can be facilitated by the combined effects of macroprudential policies and EPS.

Waste management is an international enterprise, and it is important to understand global flows of recyclable materials. The Pollution Haven Hypothesis (PHH) suggests that waste moves from high income nations with stringent environmental policy to low income nations with less environmentally stringent policy, by exploiting low labor and regulatory costs. This paper assesses the PHH thesis for slag/dross and textiles (SDT) wastes in PHH through novel integration of the multilayer network and gravity models. The multilayer network model generates network effect that quantifies interlayer connections of multiple waste trade networks. Instead of North-South movement of waste, North-North, South-South, and even South-North are shown. Results from the gravity model indicate that stringent waste management policies reduce both waste exports and imports. PHH is not found for slags/dross where high income countries are importing the waste, contradicting PHH. On the other hand, PHH is more evident between highly connected hubs and havens in SDT waste trade networks.

Rapid environmental change, natural resource overconsumption and increasing concerns about ecological sustainability have led to the development of 'Essential Variables' (EVs). EVs are harmonized data products to inform policy and to enable effective management of natural resources by monitoring global changes. Recent years have seen the instigation of new EVs beyond those established for climate, oceans and biodiversity (ECVs, EOVs and EBVs), including Essential Geodiversity Variables (EGVs). EGVs aim to consistently quantify and monitor heterogeneity of Earth-surface and subsurface abiotic features, including geology, geomorphology, hydrology and pedology. Here we assess the status and future development of EGVs to better incorporate geodiversity into policy and sustainable management of natural resources. Getting EGVs operational requires better consensus on defining geodiversity, investments into a governance structure and open platform for curating the development of EGVs, advances in harmonizing in situ measurements and linking heterogeneous databases, and development of open and accessible computational workflows for global digital mapping using machine-learning techniques. Cross-disciplinary collaboration and partnerships with governmental and private organizations are needed to ensure the successful development and uptake of EGVs across science and policy. The latest report on the state of nature in Europe (2013-2018) shows that biodiversity is declining at an alarming rate, with most protected species and habitats in poor condition. Despite an increasing volume of collected biodiversity information, urgent action is needed to integrate biodiversity data and knowledge to improve conservation efforts. We conducted a study in Catalonia (NE Spain), where we collected management measures implemented between 2013 and 2018, including allocation, budget, pressures aimed, and habitats/species potentially benefiting. We integrated information on pressures and habitats/species with the measures to identify non-spatial management gaps. Then, we integrated the spatially explicit information to determine the spatial management gap, identifying geographical areas where species/habitats are under pressure without registered measures. We demonstrated the importance of integrating existing information. Our findings revealed that resources were often not distributed adequately across species/habitats, with biases towards certain taxa being a common issue. The non-spatial management gap analysis identified taxonomic groups, especially plants and mollusks with the wider management gaps. We also identified threatened areas, especially in the northeast of the region with the larger spatial management gaps. These results could guide priority objectives to optimize conservation efforts. Integrating different information sources provided a broader view of the challenges that conservation science is facing nowadays. Our study offers a path toward bending the curve of biodiversity loss by providing an integrative framework that could optimize the use of the available information and help narrow the knowing-doing gap. In the context of the EU, this example demonstrates how information can be used to promote some environmental policy instruments, such as the Prioritized Action Frameworks (PAFs). Additionally, our findings highlight the importance of supporting decision-making with systematic assessments to identify deficiencies in the conservation process, reduce the loss of critical ecosystems and species, and avoid biases among taxa.

This paper investigates the non-monetary motivations of farmers' adoption of agri-environmental policies. Unlike the monetary (income) motivations, non-monetary drivers can not be directly observed but can be identified from observational data within appropriate quasi-experimental designs. A theoretical justification of farmers' choices is first formulated and a consequent natural experiment setting is derived. The latter admits heterogeneous, i.e. Individual, Treatment Effects (ITE) that, in turn, can be interpreted in terms of more targeted and tailored policy expenditure. A Causal Forest (CF) approach is adopted to estimate these ITEs for both the treated and not treated units. The approach is applied to two balanced panel samples of Italian Farm Accountancy Data Network (FADN) farms observed over the 2008-2018 period and concerns agri-environmental policies delivered through the Common Agricultural Policy (CAP). Results show how heterogeneous the farmers' response and the associated non-monetary motivations can be, thus indicating room for a more efficient policy design.

Payments for ecosystem services programs (PESPs) are increasingly being adopted globally to enhance sustainability outcomes. There are also hundreds of studies yearly on various aspects of PESPs, but research on their contributions to sustainability of communities and the ecosystems they depend upon at the global scale are rare. Our global review explores twelve key characteristics of PESPs at three different phases (inputs - implementation - outputs and outcomes) and their relationship types of these characteristics to sustainability outcomes. To do so, we review 376 peer-review journal articles on PESPs, and test three hypotheses related to these relationships. Our findings confirm that the relationships between each of these characteristics and sustainability outcomes are bidirectional and/or multidirectional to some extent and can be positive, negative or both, depending on specific cases and research methods used to study these relationships. The findings also disclose that separating one characteristic as the primary causal factor in any relationship or outcome is not easy as relevant characteristics are linked in a complex network. Thereby, determining key characteristics of PESPs that drive relationships for the sake of sustainability is important. Through analyzing relationships between PESP characteristics, this study offers a series of suggestions to further aid the contributions of PESPs' contributions to sustainability in the future.

Over the past few decades, Indonesia's marine conservation governance has been criticized. This article analyzes the overlaps and gaps in domestic law and policy regimes for cetaceans or marine mammal management and examines issues of institutional arrangements and legal frameworks related to cetacean conservation in Indonesia. The legal framework's progress on cetacean governance shows three distinct phases: 1975-1985 (species-focused governance approach), 1990-2009 (area-based approach), and 2010-present (broader marine governance approach). This study reveals that the main shortcoming of the legal framework is unclear mandates and overlapping jurisdictions. This study suggests several urgent policies that should be accommodated in the current legal regime to strengthen cetacean conservation. In addition, this research also recommends creating a collaboration mechanism between institutions and encouraging Indonesia to join as a full member of the International Whaling Commission and the Conservation of Migratory Species of Wild Animals Convention to strengthen cetacean governance and conservation.

While many climate activist groups enthusiastically advocate for the removal of fossil-fuel subsidies, we argue that this overstates both the climate effectiveness and political feasibility of such a strategy. Through synthesizing information from various global studies, we show that subsidies contribute to a relatively small portion of climate change and local externality problems, likely accounting for around 1%. We further argue that reform of fossil-fuel subsidies is hampered by various political and social factors, more so than the diffusion of carbon pricing. Based on these results, we argue that the far greater problem of unpriced externalities warrants a redirection or expansion of the enthusiasm for subsidy reform toward carbon pricing. This makes sense also as subsidy reform and carbon pricing essentially represent two sides of the same coin since both contribute to climate mitigation by raising fossil-fuel prices.

Greenhouse gases (GHG) and air pollutants (AP) share several anthropic sources but evolve differently in time across the various regions of the globe. Fossil and biological fuel combustion is by far the single process producing the highest amounts of both types of compounds. We have analyzed the paces of change of both GHG and AP emissions across the world and in some selected highly emitting regions using purposely designed indicators. We have observed that, overall, combustion processes are generally producing a lower amount of pollutants per unit of GHG emitted in 2018 than in 1970, with the noticeable exception of ammonia emissions in transport. Nevertheless, comparing countries at different development levels, evidence of possible further improvement clearly emerges, depending on the technological evolution of the most important emitting sectors and on the implementation of appropriate control measures and policies.

Climate change mitigation will trigger major changes in human activity, energy systems, and material use, potentially shifting pressure from climate change to other environmental problems. We provide a comprehensive overview of such "environmental problem shifting" (EPS). While there is considerable research on this issue, studies are scattered across research fields and use a wide range of terms with blurred conceptual boundaries, such as trade-off, side effect, and spillover. We identify 506 relevant studies on EPS of which 311 are empirical, 47 are conceptual-theoretical, and 148 are synthetic studies or reviews of a particular mitigation option. A systematic mapping of the empirical studies reveals 128 distinct shifts from 22 categories of mitigation options to 10 environmental impacts. A comparison with the recent IPCC report indicates that EPS literature does not cover all mitigation options. Moreover, some studies systematically overestimate EPS by not accounting for the environmental benefits of reduced climate change. We propose to conceptually clarify the different ways of estimating EPS by distinguishing between gross, net, and relative shifting. Finally, the ubiquity of EPS calls for policy design which ensures climate change mitigation that minimizes unsustainability across multiple environmental dimensions. To achieve this, policymakers can regulate mitigation options-for example, in their choice of technology or location-and implement complementary environmental policies.

China has formulated several policies to alleviate the water pollution load, but few studies have quantitatively analyzed their impacts on future water pollution loads in China. Based on grey water footprint (GWF) assessment and scenario simulation, we analyze the water pollution (including COD, NH3-N, TN and TP) in China from 2021 to 2035 under different scenarios for three areas: consumption-side, production-side and terminal treatment. We find that under the current policy scenario, the GWF of COD, NH3-N, TN, and TP in China could be reduced by 15.0 % to 39.9 %; the most effective measures for GWF reduction are diet structure change (in the consumption-side area), and the wastewater treatment rate and livestock manure utilization improvement (in the terminal treatment area). However, the GWF will still increase in 8 provinces, indicating that the current implemented policy is not universally effective in reducing GWF across all provinces. Under the technical improvement scenario, the GWF of the four pollutants will decrease by 54.9 %-71.1 % via improvements in the current measures related to current policies and new measures in the production-side area and the terminal treatment area; thus, GWF reduction is possible in all 31 provinces. However, some policies face significant challenges in achieving full implementation, and certain policies are only applicable to a subset of provinces. Our detailed analysis of future water pollution scenarios and response options to reduce pollution loads can help to inform the protection of freshwater resources in China and quantitatively assess the effectiveness of policies in other fields.

Based on China's quasi-natural experiment of constructing "Zero-waste Cities", this study assessed its policy benefits on hazardous waste lifecycle management. Utilizing the theory of difference-in-differences analysis, the study quantifies the net benefits of the policy in 10 pilot cities using an average treatment effect formula, and the results indicate a reduction of 162,900 tons/year in waste generation, an increase of 2.3 % in utilization and disposal rate, and a decrease of 28,200 tons/year in end-of-pipe storage. By constructing a regression model and employing robustness tests such as changing control variables, substituting the explained variable, re-matching control groups, and random assignment of pilot sites, the study confirms that the significant policy benefits primarily lie in source reduction, with a reduction intensity of approximately 1.73 tons/100 million yuan of industrial GDP. Additionally, by applying the mixed-effects model and mediation-analysis model, the study finds that the policy benefit of source reduction exhibits a lag effect, and during the pilot period, the main approach to achieving the benefit was through enhancing cleaner production in companies rather than adjusting industrial structures in cites.
